Joseph Miller practices law with Shuttleworth & Ingersoll, PLC. His work primarily focuses on representing both companies and individuals in matters relating to business and health care. Some of the health law services he provides include compliance training and programs, HIPAA compliance planning (Business Associate Toolkit, Stark and anti-kickback analysis, Chow analysis for business transactions, and review of employment and recruitment agreements). Professor Miller’s business law services include M&A, securities and venture capital, and corporate formation (nonprofits, commercial contract review and outside general counsel).

Professor Miller received his bachelor’s degree from Brigham Young University, where he graduated with honors in 2005. He went on to earn his J.D. from the University of Iowa in 2010, where he graduated magna cum laude and served on the Iowa Law Review Board. He continued to pursue his passion by working with the U.S. Court of Appeals for the armed forces from 2010-2011, and acted as law clerk to Judge Jamie Baker.

Helping people is the central focus of Professor Miller’s career. He is licensed to practice in Iowa and Arizona, and is fluent in Spanish. Previous community experience includes working with the Children’s Law Center as a volunteer adoption attorney, working with Boy Scouts of America as the assistant district commissioner and unit executive, volunteering with the American Cancer Society, serving as a board member for Cedar Rapids Community Schools Foundation and serving as a volunteer teacher with Junior Achievement. Additionally, Professor Miller has been recognized for his community efforts, as he was ranked among the Top 50 Pro Bono Attorneys in Arizona (2015) and awarded Adoption Attorney of the Year by Volunteer Lawyers Program/Children’s Law Center (2014).

Professor Miller’s HIPAA Business Associate Toolkit was published in 2017. He served as the moderator at the Health Care Compliance Association, Scottsdale Regional Conference in 2017 where he presented “HIPAA Risks and Cyber Security Landscape in the Health Care Industry.” He presented “Contracting for Physicians: Employment (and Recruitment) Agreements” with the University of Iowa Pediatric Residency Program (2017). Additionally, Professor Miller was a guest lecturer with “Fraud and Abuse — Legal Aspect of Health Care” for the University of

Iowa’s Executive MHA Program (2018). He also presented “The Business of Physical Therapy” for the University of Iowa’s Physical Therapy Program (2018).

Professor Miller is affiliated with the Iowa State Bar Association, the State Bar of Arizona, the American Bar Association and the American Health Lawyers Association.
